Justice for Dually

Where are the charges? That's a question I get from viewers almost weekly.
It's been nearly two months since a rodeo horse, named Dually, was stolen from the Stanley County Fairgrounds in Ft.Pierre and still no arrests. Immediately following the incident Stanley County Sheriff Brad Rathburn told KELOLAND News charges were coming and that all the information was turned over to Stanley County State's Attorney Tom Maher.
Since then, I've called weekly to get the latest on possible charges or arrests and all Maher tells me is that the Division of Criminal Investigation is involved and they are still interviewing people. I was told there were a lot of people who may have witnessed the incident. So obviously somebody knows something. Have they not come forward? What else could it be?
Original reports indicated Dually was abused or tortured. His owner, Wendy Halweg, has been reluctant to talk about it on camera, but told me over the phone, she's terribly upset and wants those responsible brought to justice.
I have received dozens of emails and faxes from horse lovers, animal rights groups from all over the country; California, Mississippi, Arkansas, Louisiana and Texas asking me to keep working on this story.
Dually has recovered from his injuries and is no longer at the vet, but who knows if he'll ever be able to barrel race again. Rodeo experts say it takes years to get a horse to Dually’s level at barrel racing and if he indeed was tortured, his trust in people may have been broken to the point he'll never barrel race again.
